The Rule 4 Draft

Or more commonly known as the First-Year Player Draft

First Draft

The inaugural First-Year Player Draft was in 1965, and the Kansas City A's made Rick Monday the first ever selection.

Eligibility

Players who just graduated high school are eligible, as are junior college players and college players who have either turned 21 within 45 days of the draft or are in their junior season. Residents of Canada and Puerto Rico are eligible to be drafted, as well.

Rounds and Time

The draft lasts 50 rounds, but teams may stopping making picks whenever they want. If all the teams have chosen to pass prior to the completion of 50 rounds, the draft is over. Once a team passes, it cannot re-enter the draft. Each team has two minutes to make a pick when it is their turn except during the first round they have five minutes for television purposes.

Signing

A team owns the rights to player once he is drafted and is required to make a contractual offer to the player within 15 days of the conclusion of the draft. A team's rights to a player are retained until August 15th of the same year as a the draft. This rule does not apply to college seniors. Teams that fail to sign first- and second-round draftees will get the same pick next year. For instance if the team that picked first was unable to sign the first overall pick in 2007, they would receive overall pick 1a in the 2008 draft. If a team does not sign its third round pick, it will receive a selection in a supplemental round between the third and fourth rounds. Teams are also prohibited from signing their draft picks until after they graduate high school. Lastly, if a team fails to sign its compensatory pick (i.e. draftee 1a in the 2008 draft), then it does not receive another compensation pick in 2009. However, if a team holds both picks 1 and 1a, and draftee 1 fails to sign then the team does again receive a compensatory pick.

Place

The draft was usually held via conference call of the 30 teams and MLB. The draft is broadcasted on the internet on [MLB.com]. For the first time ever, in 2007 the first round of the draft was broadcast on television by ESPN2. It was held at The Milk House at Disney's Wide World of Sports complex in Lake Buena Vista, Fla., near Orlando.

The Rule 5 Draft

Date and Place

The draft is held annually at the site of the Winter Meetings, which changes yearly. It takes place on one of the last days of the Meetings and representatives from each team are present for the very short proceedings.

Selection Order

Teams select in ascending order of winning percentage meaning the team with the lowest winning percentage in the Majors receives the first selection.

Major League portion

Who can be selected

Any player not on a 40-man roster as of November 20th that has been in the minor leagues for four Rule 5 Drafts (if signed first pro contract at the age of 19 or older) or five Rule 5 Drafts (if signed first pro contract at the age of 18 or younger) is eligible to be selected in the draft for the fee of $50,000. The time clock for a player starts when he signs.

Who can select

MLB teams whose 40-man rosters are full are not allowed to select any players in the major league portion of the draft. Teams are allowed to select their own players, though the practice is rare.

Rules of selectees

Any player selected in the major league portion of the draft must remain on the 25-man roster until the next Rule 5 Draft. (Trips to the disabled list and rehab assignments are allowed.) Before a player can be removed from the major league roster, he must clear outright waivers and be offered back to the club who originally held his rights for a $25,000 waiver fee. If a player is claimed by a third team off outright waivers, the same rules apply to that team. Often, teams will send trade player in lieu of the waiver fee.

Minor League Portion

Who can be selected

Minor league players not protected on the reserve lists at the Double-A and Single-A levels are subject to selection in the Triple-A and Double-A portions of the draft. In the Triple-A phase, selections cost $12K each. In the Double-A phase, selections cost $4K each.

Compensatory Draft Picks

Every Major League player is tagged as a Type A, Type B, Type C or no-type player based on calculations that use player statistics based on a two-year average for each respective position group by the Elias Sports Bureau every autumn. The players get a score and are divided up based on the scores and then ranked by score. The rankings are separated by league and then further separated by position. Beginning in the 2007 season, Type A players are ranked the top 20% at their position in their league. Type B players rank between 20% and 40% and Type C players rank between 40% and 60%.

These rankings play an important role in compensatory draft picks. The picks apply only to the Rule 4 Draft. A team must offer a player salary arbitration on or prior to December 1st in order to be eligible to receive compensation.

If a team loses a Type A player via free agency, then they receive compensation in the form of draft picks. They receive the first round pick of the team that signed the free agent as long as that pick is not in the upper half of the draft or is not a selection awarded as compensation for failure to sign a Rule 4 Draft pick from the preceding year. If it is, the team receives the team's next selection. Either way, choices are assigned as compensation for the signing of players in descending order of ranking. The team also gets a supplemental (or sandwich pick) between rounds 1 and 2 of the draft.

If the signing Club is among the first half of selecting clubs, excluding selection(s) awarded as compensation for failing to sign a Rule 4 selection from the preceding year, then the choice to be assigned for the highest ranking free agent player signed by such Club shall be its second choice, with choices in the next following rounds to be assigned as compensation for the signing of the other Players in descending order of ranking. If the signing Club is among the second half of selecting Clubs, excluding any selection(s) awarded as compensation for failing to sign a Rule 4 selection from the preceding year, then such compensation shall begin with the Club’s first choice.

Teams are also compensated when a Type B Free Agent signs with another team. They receive a supplemental pick between the first and second round, but pick after teams that lose Type A free agents.

Teams are not compensated for the loss of Type C Free Agents.

Also the order for the supplemental rounds, is decided by reverse order of the teams' won-lost percentage in the preceding season. Ties are broken by coin-toss.

Teams are not compensated for the loss of free agents that sign outside of MLB.
